No TX power on TP-LINK TL-WN8200ND(UN) v3
driver rtl8xxxu (rtl8192eu)

Device is detected and shown by iw, but it does not transmit (no tx power).
Scan list remains empty:
$ sudo iw dev wlp48s0f4u2u3 scan
$ 

Tested on 2 different device to make sure it is not a hardware fault.

Looks like a problem with the init tables, because the device is a hig power device.

Some additional information:
The device is a high power device.
Setting general "priv->hi_pa = 1;" in rtl8xxxu_8192e.c solve some problems (not all, which makes me suspect that something is missing in the init table).
I did this just for testing purposes, because it breaks entire compatibility with the low tx power devices.
