Data from /proc/cpuinfo also shows that CPU cores don't obey the current frequency policy. The problem is now solved, I should have enabled "powersave" governor on all four cores (at the beginning I did it for the first core only since this way it has always worked for AMD K8 CPUs). I'm sorry for misleading you.
