With kernel 3.9.x, the wifi on notebook HP6730/HP8530 is disabled at boot. The wifi switch also cease to function after a reboot as wifi is both hard and soft blocked.

fkill list all
0: phy0: Wireless LAN
        Soft blocked: yes
        Hard blocked: yes
1: hp-wifi: Wireless LAN
        Soft blocked: yes
        Hard blocked: yes

wifi service can be restored by "rfkill unblock all". wifi is enabled automatically on boot with the 3.8 branch.
