I get sporadic messages like this in my syslog:

Usually in groups of 5-6, spaced several hours apart.

However, occasionally the NIC jams up and requires reboot to get it back.

Always the same PHY status.  This is an onboard VIA chip on an Epox KT600 motherboard.

BTW: Note the status 0001 in the middle of the pasted log, in contrast to the PHY status which does not change.

You did not label it as a regression. Does it mean that the issue only
appeared in stable 3.7.x ?

I have no idea.  I only now was required to start using this hardware.  I can try some older version, but this seems to be a common problem from googling and I haven't yet found a resolution.

With kernel 3.2.0 I still get bursts of these messages from time to time, but so far there have been no instances when the driver jammed up and produced one 'resetting' message after another with no effect as with 3.7.0.

I've experience the same problem using Via-Rhine integrated chip. This happen from long time, about from the beginning of kernel 2.6. In my memory, it happen from something like kernel 2.6.32 up to recent kernel (I'm using 3.8.13).

This happen some minutes after the the NIC is exposed to a high traffic (at least 1-5 Mbps), whereas when the traffic is small (up to 500kbps) the NIC work correctly for months. Unloading and loading the module can restore the NIC in a normal behavior.

I have this problem too. I am using 3.13.5 kernel. To reproduce this need suspend to RAM and after wake up network is not work. 

The network card is (lspci):

One more thing.
After reboot card work properly. 
"rmmod via-rhine && modprobe via-rhine" has no affect.

I`ve been testing with another Kernels and the problem is the same, so I think now that this trouble could be about Systemd. 
Some one has test if this happen on another distro not using Systemd?

After several weeks I have been testing with acpi=off noapic and the network card work well but after a 30 - 45 minutes the USB devices quit working, so I must reset the pc.
May some of you test with noapic noacpi kernel line, please?

It contains a batch of receive ring rework starting at
3a5a883a8a663b930908cae4abe5ec913b9b2fd2 ("via-rhine: close SMP transmit
races") that could make some difference.
