This occurs at boot time with the ASUS WL-130g installed but does not occur with the device removed. I have tried previous versions of the 3.5 branch, all with the same results.

Unfortunately patch was not applied on 3.5 release. It will get 3.6-rc1 and be backpacked probably to 3.5.1 or 3.5.2.

I know I'm just an end user and not a developer, but I thought this would have gotten a bit more attention since the problem doesn't just effect the ability to use certain devices, but when those devices are combined with this kernel, soft reboot and/or shutdown as well as root access are all broken. This could be pretty disastrous for embedded hardware where the effected devices are not removable, especially those with non-removable batteries.

Presumably developers of such hardware will test kernels before pushing them out as updates.  And if they really need a 3.5-based kernel for such an update, they can apply the appropriate extra patches on top themselves.  That is why distros (even embedded ones) exist.

If that was truly the case then why was I even told to file an upstream bug report? Seems odd to have an expectation that the bug would be handled downstream individually by different distros instead of being fixed at a single common source, especially since it was already known.

Upstream bug reports are filed to get bugs fixed upstream, and this one has been fixed upstream.  It just didn't make it to 3.5.  I'm sorry that this disappoints you, but I outlined your options in comment 12.
