Hello,
At and after kernel version 3.2 my computer can no longer be started by pushing the power button after a hibernate (pm-hibernate) UNLESS I first unplug the computer for long enough that the motherboard no longer receives power.
At kernel version 3.1 I could hibernate and restart computer by pushing the power button. (I could leave the computer plugged in and motherboard continued to receive power.)
I can still shutdown computer (shutdown -h now) and turn it on again by pushing power button without unplugging computer.
I git bisected this issue and find that this is the responsible commit:

USB: Update USB default wakeup settings

This patch (as1486) implements the kernel's new wakeup policy for USB
host controllers. Since they don't generate wakeup requests on their
but merely forward requests from their root hubs toward the CPU, they
should be enabled for wakeup by default.

Also, to be compliant with both the old and new policies, root hubs
should not be enabled for remote wakeup by default. Userspace must
enable it explicitly if it is desired.

-----------------------------------------------

This computer is getting old and the USB chipset is decaying. Originally it is USB 2.0 and 1.1 capable, but I had to turn off the 2.0 ability in the BIOS due to hardware instability. Possibly the above commit affects my computer differently than others functioning more factory fresh.
Let me know if you want any other info.

Thanks!
