[2.] Full description of the problem/report:

On kernel 2.6.38, my laptop correctly recognizes the following  bluetooth device "Bus 007 Device 003: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)"
From 3.0 onward, I am not able to use bluetooth. This on a system76 laptop (pangolin 6) -  sudo hciconfig hci0 up returns -> 
Can't get device info: No such device  
If anyone needs more info, please let me know.. Thanks
