Distribution: Debian
Hardware Environment: Athlon XP 2800, 256 RAM, ATI Radeon 9600 XT
Software Environment: GNU GCC 3.3, X11r6 v4.3.x
Problem Description: I get a segfault when the compile process performs " AR     
 arch/i386/lib/lib.a" having run "make bzImage"

The 2.4.x series kernels compiled fine.  I tried to find the recommended 
compiler, but that sucker's been impossible to find.  Thanks for any help you 
can offer.

Looks like ar bug, not kernel.

Try upgrading ar, it should be in binutils package.

I agree, this doesn't seems a kernel bug at all, so you'd be better to report
this to binutils/distro maintainer (but please reopen it if you find some proof)
