This seems to be a Linux bug in regards to being able to trigger Scroll Lock at all, there's a little bit of conversation on libinput's tracker about this https://gitlab.freedesktop.org/libinput/libinput/-/issues/11 My own QMK keyboard can't trigger Scroll Lock and its associated LED at all.
