MCS lock paper

The qspinlock.c file contains a URL (http://www.cise.ufl.edu/tr/DOC/REP-1992-71.pdf) pointing to a paper about the MCS lock. However, the lock is now no longer accessible and cause readers of the source file to question where the paper is.

Another URL of the MCS lock paper that is still accessible is at:

https://www.cs.rochester.edu/u/scott/papers/1991_TOCS_synch.pdf

It is attached to this BZ just in case that it disappears in the future.
