I know this has been an issue before 5.2 It was issue since i got the laptop.
The cooling on this laptop (Acer Nitro 5 AN515-42) is amazing so this is not from thermal reasons.
This causes GNOME to lag slightly on battery and it is not fun to code on slightly laggy system for example when you resize window. Yes there is bug in GNOME that it slows down after 20 seconds which i reported and they are working on solution but even with the workaround the performance still isnt as good as on AC power for the extreme down clock.
GPU clocks are as they should be on AC power.
I know CPU is stuck at 1.6Ghz on battery which isnt amazing but is done for Battery so this might be limited from Vendor too but i didnt find anything about this on internet.
I tried to force high power state to the GPU which worked and the GPU goes to its max not problem and doesnt eat that much more battery.
