HP Elite Presenter Mouse device uses BLE and can be transformed between a mouse and a presenter / gesture mouse.
Currently, this "mouse" can only be used for presentation, page up /down is working fine.
But neither traditional mouse or gesture mouse is working.

Same issue on Chrome OS after Updating it. 

On older version it worked very well.

Same issue had on Solus (though there I could use the gesture-mouse function), Ubuntu & Manjaro (and a few others I cannot recall).

The issue spread across multiple kernels, the current one I'm using being:
5.15.108-1-MANJARO 

The devices used were:
HP ProBook 455 G5
HP Pavillion

Thanks for the solution! 
Now, say if I were to show this to a friend who doesn't know much about Linux..
could I tell him to just copy&paste the lines starting with "diff" in the terminal and that would work? :D
