have you tried any kernel earlier than 4.13? say 4.12?
the symptom looks similar to a problem on my laptop, which is a 4.13 regression, so it's better for you to check 4.12 kernel.
I have a similar problem with a Dell Optiplex 960. It boots fine with 4.10, but not 4.13. The system reboots in the middle without a log message. I managed to capture console output via serial with earlyprink=serial,ttyS0 (see attachment). I initially though it was a BIOS issue (the computer had a very old A03), so I updated to the latest (A17). The system boots fine with 4.11 and 4.12. But without acpi=off, it will not boot.

I am affected as well: cannot boot from kernels 4.13.0-26 and 4.13.0-31 even when acpi=off. Reverted to 4.10.0-42. Lubuntu 16.04 32 bit on Intel NUC 5PPYH.
please check in the working kernel, does the system boot with boot option nolapic_timer?
as there is no response from the original bug reporter, bug closed. for the others, please file a new bug for your specified platform instead.
