This entry is being used for tracking a regression from 2.6.27.  Please don't
close it until the problem is fixed in the mainline.

It turned out to be user space issues; mkinitrd started to create bogus root= entry which apparently caused nash to wait forever for non-existing device to appear. I can reproduce the same under 2.6.27 by editing root= option. Closing as invalid ... except I can't close ...
