Looking in powertop, I only see % next to:

C2 (pc2)

None of the lower power states seem to ever be more than 0%

what if you change the SATA link_power_management_policy to min_power?

you can do this by changing /sys/class/scsi_host/host*/link_power_management_policy to "min_power".
