The power level of the WEXT driver always reports the same value. The power level is picked at start up of the system and stays always the same. Every program that uses /proc/net/wireless displays the same power level, as the file doesn't get updated.

cat /proc/net/wireless

Notice the level number. Move away from the connected access point. "cat" again and notice the power level again.
