RHEL 6.5; 

    I suspect this as BIOS issue but not clear which part of code is causing this issue. Few key points are "ACPI :off" no issue. "Less cpu" no issue. I greatly appreciate to any input to approach this issue.

is this a laptop? if yes, what's the model of your laptop? if no, what motherboard and processors you're using?

 or you mean boot options like "acpi=off" and "nosmp"/"maxcpus=1"?
