Source code is

            off = pkt_type_offset();

            if (off < 0)
                return -1;

but

    unsigned int i, off, load_order, condt;

and

static int pkt_type_offset(void)

Suggest put the return type from pkt_type_offset into a
signed variable, test that < 0, then use a cast to get the
value into an unsigned variable.

Something like

            signedVar = pkt_type_offset();

            if (signedVar < 0)
                return -1;
            off = (unsigned int) signedVar;
