I preface this:

Kernel 5.10.x
       5.11.x
       5.12.x

I have issue that LXC team says is specific to my system, where I setup cloud-init, both to install package and setup the network. According to cloud-init team, the network setup happens first. In my test, see https://discuss.linuxcontainers.org/t/package-installation-failing-to-install-with-cloud-init-on-centos-7/10561, there is a 20 second period where curl reports 'unknown error' and there is no network connectivity? 

All three branches have the same behavior and I would love to work with anyone who work me to resolve this issue.

You reported to the bug to the wrong bug tracker.
This bug tracker is for upstream kernel bugs only.
This looks like an issue with the init scripts and distribution setup, not related directly to kernel itself.

Please report it to cloud-init team and/or Redhat.
