Reason could be anything. And the info is quite vague. Please check whether there's any previous kernel version not showing this issue and what's the first kernel version with the issue. And it would be helpful to know whether there's any trace of the issue in logs, e.g. syslog, network statistics (e.g. missed RX packets), etc. And it would be good to see some iperf results. How can I check it !? (kernel version not showing this issue and what's the first kernel version with the issue.) Either your distribution provides also older kernel versions, or build and test all kernel versions available on kernel.org. And you could also check performance with another network adapter.
