kernel-config_linux-4.9.4-gentoo

Recently while upgrading kernel on Gentoo system I started experiencing USB freeze on computer startup.

The behavior is as following:
The mouse is not moving and also the lights are switched off. When I start randomly clicking and moving, it first starts lights up, then the clicks starts working, so there appear context menu on right click and I can open it with left click. About 3-5 seconds later the mouse starts moving again. But sometimes when I stop using it, it again freezes, I don't experience this when computer runs for many hours, I only experience this about first 3-20 minutes after startup.

I found relevant issue on ubuntu bugs:
https://bugs.launchpad.net/ubuntu/+source/gnome-software/+bug/1578317?comments=all

I am not 100% sure, but this started with either 4.9 or already with 4.8, I definitely didn't have this issue on 4.4 kernel.

I have following kernels:
drwxr-xr-x 22 root root 4096 Nov 13 01:06 linux-4.4.26-gentoo - this one was stable
drwxr-xr-x 26 root root 4096 Dec  3 20:48 linux-4.8.6-gentoo - this one I am not 100% sure if affected
drwxr-xr-x 26 root root 4096 Jan 11 19:51 linux-4.9.0-gentoo - this one is affected
drwxr-xr-x 26 root root 4096 Jan 22 16:26 linux-4.9.4-gentoo - this one is affected

I usually use make oldconfig.
I will attach here my config.

My system is Dell XPS 15 9550 -> https://wiki.gentoo.org/wiki/Dell_XPS_15_9550

NOTE: Sometimes while switching the USB port (1 have 2 ports) help, sometimes doesn't :-)
