My saa7130-based card stopped being able to change channels after upgrading from kernel 2.6.28 to 2.6.31 (ubunut 9.04 to ubuntu 9.10). r8971 appears to be the version of v4l-dvb that was included in 2.6.28. As of r14164 it is still broken.

options tuner debug=1

then changing channels in tvtime... shows the frequency changing in dmesg, but doesn't actually change freq.
