Some people automatically get ownership of new bugs although they don't want to.
Sure, bugzilla.kernel.org's FAQ says that the owner field of a newly entered bug
doesn't mean anything [1].  But still, it's highly irritating to the false
owners and to all visitors of this site.

Make sure that only meta-addresses are used for automatically filled-in owners,
unless a person opted in to get his address automatically inserted.

Or more correctly, delete the "owner" field and replace it by
  - a mail exploder for each component which can be watched by interested
    people,
  - an "assignee" field which is filled in when a bug is assigned to a
    person.
