It looks like it was booted with noapic, was there a reason? Can you provide a boot trace and lspci -vv output for you system please.

Because your interrupts are going through the PIC (I mean IO, not local apic). Your system probably doesn't have IO-APIC then? The boot trace is needed to see details of your chipset. The dmidecode output would be good to have also.
