In my opinion this is a serious bug, blocking a great amount of the world's 
population from making Linux totally native to their language.

This problem is in no way related to the kernel.

So is the code for creating users elsewhere, or do you imply that this works 
in the kernel?

The code for creating users is in userspace utilities like adduser.
