Software Environment:
Latest motherboard bios, ubuntu distribution, kernel from kernel.org mirror
But problem occurs on ubuntu kernels 2.6.10, 2.6.11 also. Problem occurs on
all versions I have tried.

Problem Description:

Poweroff from linux, either shutdown -h now, or press powerbutton, shuts system
down but doesnt stop fans or poweroff the motherboard. The value FF is left
in LEDS on motherboard. Pressing reset or power button will not restart the
computer.

Poweroff in bios setup works.

Steps to reproduce:
Shutdown and see if it stops.

A lot of debugging info was suggested at acpi4linux site. 
Unfortunately it comes in at 117K and there is a 65 K limit on bug descriptions.
So some information is selectively deleted.
kernel has acpi debug enabled.

Pressing reset does restart the system. Takes a little time.
The linux poweroff function appears to do everything it is supposed to,
right up to the point of writing SLP_TYPx and SLP_EN to the PM1A_CNT register,
where the hardware locks up. The SLP_TYPx value appears to be the correct
value from the \_S5_ object.
So I would say this isnt a linux problem. Sorry.

Peter, there was a lot of changes to the shutdown/reboot during 2.6.13-rcX series.
The -rc1 broke some things and it got fixed in 2.6.13.

Sorry about long silence.

I did track the problem in the 2.6.12 kernel, writing to the
mainboard LED and concluding that the kernel was indeed halting
where it was supposed to in drivers/acpi/hardware/hwsleep.c,
function acpi_enter_sleep_state, calling acpi_hw_register_write,
but leaving fans and power on. This was about 12 months ago.
I concluded it was a board problem, because the kernel software
seemed to be doing everything according to spec.

I loaded up debian 2.6.8, and the board shut down correctly.
Then I loaded up debian 2.6.16,17 and board no longer shut down.

Then I wrote to /proc/acpi/alarm, and board shuts down correctly.

I believe it is a buggy-bios-firmware problem.
