To me, it seems that an application should do what you said instead of kernel. Application should interpret it.

same with 2.6.10? rate is always "unknown" no matter how long you've been running off battery?

I lost my "present rate" status after I flashed my BIOS with a "newer" version. All attempts to get it back (I don't have the original BIOS) have failed.
