NetworkManager works well on the same system running 2.6.28 kernel.

Can you reproduce this on the latest 2.6.31-stable kernel (2.6.31.6 as of right now)?

I can confirm the same issue on 2.6.31.6

I seems to be fixed. I'm succesfully running
network-manager 0.8~rc2~git.20100114t223002.d20c61a-0ubuntu1~nmt1~karmic
modemmanager 0.2.git.20100112t172936.a4fee86-0ubuntu1~nmt1~karmic
linux-image 2.6.31.18.31 ubuntu karmic
