Problem Description:
Can't change mac address, Any attempt to change the address ends in an error :
RTNETLINK answers: Operation not supported
ERROR: Can't change MAC: interface up or not permission: Operation not supported

I do not see any obvious candidate for this regression between 2.6.28-rc9 and 2.6.28.
May I suggest to check that the kernel is built with the same .config and eventually
try a bisection of the problem ?
