When using AMD Phenom processors with Asus M3A&*-EMH Motherboard I have to use a tickadj of 10025 to get NTPD to work. Running on 4 servers and the tickadj is always 10025. Tested with 9550 and 9600 processors.

The bug was filed against 2.6.26, but the bootlog is from 2.6.24. Can you please test against .26 or even better against 2.6.27-rc5 ?
