Is there a kernel that detect the touchpad as ALPS? Does the other OS detect it as ALPS? Could it be an Elantech touchpad instead? Does booting with i8042.nomux help?

You're right, i do have Elantech touchpad. Fujitsu-Siemens seems to equip their Amilo Pi 2515's with different touchpad models. Now that I have tested both notebooks with the same LiveCD it is clear that there is no bug to report. Sorry for the inconvenience.
